Two cups of makhana should be added to the hot ghee and roasted on medium flame until they get crunchy. As you roast, keep stirring often. The kheer will be creamier with crushed makhana. When crushing the makhana, return the crushed pieces to the same pan. Over the makhana, put 1 liter of whole milk in the pan along with 15-20 strands of optional saffron, and heat it to a boil. Once the milk has boiled, turn the heat down to low and let it simmer for 10 to 12 minutes. While cooking, add some dry fruits and keep stirring constantly. For a further 2-3 minutes of cooking, add 1/4 cup sugar and a few crushed green cardamoms. Kheer is ready. Serve hot or cooled, garnished with additional slivered nuts.
